The Monroe County Hall of Justice is a key landmark in the Rochester Civic Center. The 1960s-era, 360,000 SF courthouse contains the Supreme, County, City, Family, and Surrogate Courts as well as the appellate court for the Fourth Department. In partnership with SWBR Architects of Rochester, New York, RicciGreene developed a series of strategic options to meet the space and functional needs of the courts. The master plan, approved by the State Office of Court Administration, is in the initial implementation stage.

The goals of the plan are improved safety, more effective space utilization, more convenient public access, and enhanced dignity for the courthouse in the civic center. The major steps toward these goals include a new public entrance, off-site relocation of non-courts agencies to provide space for new courtrooms, re-stacking of the courts-related agencies, an upgraded prisoner handling system, and improved public facilities.
