Currently, the majority of The Children Youth and Families Departments (CYFD) secure bedspace capacity is centrally located in Albuquerque, where most incarcerated youth are in large facilities that are remote from their home communities and custodial in nature. The CYFD desired to transform the existing juvenile corrections model to a treatment-oriented approach for serving term committed youth. 

RicciGreene Associates/Wilson & Company was hired to develop a Master Plan for providing a regionally-based system of facilities that are compatible with this new vision. The team developed population bedspace projections, conducted a physical and functional assessment of existing buildings; established a prototype facility; identified programmatic renovations for buildings that would remain; and generated a phased plan for implementation of a regionally-based system of secure facilities reflective of the mission, goals and objectives of the Cambiar New Mexico initiative.
