The new U.S. courthouse and federal building in Scranton, PA is a model facility for the second and third phases of the national program.  It offers lessons in the successful resolution of the critical issues of adaptive re-use of historic structures, functional efficiency and appropriate imagery for federal courts. The existing historic U.S. courthouse, post office, and federal office building is located on a prominent site on Courthouse Square directly across from the county courthouse. This excellent example of WPA-era federal classicism is on the National Register of Historic Places and is a significant monument in the civic life of downtown Scranton.

RicciGreene Associates, with the design team of Bohlin Cywinski Jackson and Leung, Hemmler, Camayd is responsible for generating the space program for the combined facility, for developing the approach towards space utilization in the existing and new buildings, and for the design of the new and historic courtrooms.
