Walter E. Hoffman Federal Courthouse

The Walter E. Hoffman Courthouse was built in 1934 to house the U.S. Post Office and U.S. District Court in downtown Norfolk. Most of the existing courts and support agency spaces also do not meet current design guideline standards. The building lacks separate and secure circulation corridors, elevators and sally ports.  There are inadequate screening provisions and queuing space at the main entrance and there is no blast mitigation.    

The program report, blocking and stacking diagrams explore options for utilization implementing both the existing Hoffman Courthouse and the configuration for the Annex located to the west site.  The primary consideration is the continued use of the historic Hoffman Courthouse as a Federal courthouse.  Each studies option made the restoration, refurbishment and enhancement of the historic Hoffman Courthouse a priority.
