To relieve overcrowded conditions, Gruzen Samton Ricci, a joint-venture, was asked to prepare a master plan to expand the existing 175-bed jail to accommodate 450 inmates. The options developed varied in scope from $10 million to $32 million. The county adopted a scheme that called for the construction of a new direct-supervision addition along with renovation of the existing facility. The design included expansion on the existing site, new housing space for 110 beds, renovation of the existing jail to increase operational efficiency and much-needed program space.
