As a result of a state-wide corrections master plan developed by RicciGreene Associates, two bond issues for corrections construction were passed by Maine voters. The 100-bed facility is a $13.5-million special-needs unit. It is the first of two phases in what will eventually be a 500-bed maximum-security facility, operating as modified direct-supervision models.


This phase is operating initially as a free-standing facility with four 25-bed units in a maximum and ultra-maximum configuration designed for disturbed inmates who are not capable of living with the general population. It has a full complement of program, clinical, and counseling space along with an intake area, visiting, staff lockers, and administration. With the exception of the staff and administration, phases one and two facilities will have totally separate areas for program, vocation, visiting, food service, and intake.
