The Colorado Division of Youth Services (DYC) required a campus facility committed to representing a "strong, unified and consistent approach to the problem of juvenile crime" that could serve as an emergent model of State-administered juvenile facilities.   The proposed facility would accommodate both Detention (40-beds) and Commitment (62-beds) youth in residential units supported by other program and support spaces in a campus setting.

RGA developed a comprehensive program plan, which established a vision and mission for servicing a total of 102 detained and adjudicated youth on a campus setting, and developed operational, programmatic, and space requirements for each facility including separate buildings for girls, and detention and commitment boys.  While secure, the campus provides a feeling of openness and a positive environment for youth and staff.
