Authorities at Camp Hilgard, which houses eighteen juvenile offenders, wished to expand their current structure to improve the overall quality of the facility's security, design and operations. Ricci Greene Associates, in conjunction with Beaman & Associates, was commissioned to evaluate a prototype for a fifty-two bed Youth Accountability Camp for the Oregon Youth Authority.


The goals of the analysis were to maintain the configuration of the prototype while revising the program to include additional programmatic areas and to reconfigure the layout to increase security and surveillance. Our design organized the structures on the site to enable the existing Camp Hilgard and the new structure to function as a complex while at the same time addressing public, staff and service access, parking and outdoor recreation.
